Scenario
An extreme rain event over the island’s port city of Larnaca, causes flash flooding that leads to:
i) a power outage to several CIs and residences;
ii) a communications failure amongst the dispatched FR teams; and
iii) a failure in the (government’s) citizen alerting platform as a consequence of i) and ii). The rainwater overwhelms the Finikoudes region, where hundreds of tourists become stranded, while the overall road network becomes severely congested.
