Objectives

SPARROW orchestrates large datasets and expert insights to create a dynamic digital twin of a city, which will become a robust testing ground for assessing vulnerabilities and preparing for diverse crisis scenarios.

1.

Improve Resilience

To improve resilience against digital breakdown crises by co-creating a preparedness and response operational framework with relevant stakeholders (civil protection, citizens, local/regional authorities, crisis managers, etc) considering gaps, policies, previous lessons learned and best practices.

2.

Develop Novel Technologies

To develop novel technologies for emergency communication and collaborative preparedness through co-design activities with citizens, academics, SSH-experts, private sector and public authorities.

Increase Crisis Communication

To enhance crisis communication, collaborative preparedness, training and prevention planning of Civil Protection, private sector, critical infrastructures risk operators, regional/local authorities and citizens.

Validation Over Planned Lab Tests

To evaluate SPARROW Tools & Methodologies for providing realistic digital breakdown resilience, through the validation over a series of planned Lab Tests, Table Top Exercises (TTX) & Field Trials Exercises (FTX) with the active engagement

5.

Assess Feasibility of Adoption

To assess feasibility of adoption and design viable pathways for EU wide uptake of SPARROW solutions in civil protection plans for crisis preparedness.
